Citizenship Investment Program (CIP)

The Citizenship Investment Program granted immediate citizenship to applicants and their families, and the process of obtaining a Montenegrin passport usually takes between 2 and 6 months.

Citizenship Investment Program, or economic citizenship, was an authorized foreign direct investment program, offered by the Government of Montenegro.

By making an investment in a country’s fund and approved tourism projects, the investor may be eligible for citizenship in the country.

The program created opportunities for the implementation of development projects in key sectors such as tourism, agriculture, and the processing industry. The program was open for a limited period and for up to 2,000 applicants.

The applicants submitted their applications through an agent authorized by the State of Montenegro.

The minimum required investment in development projects approved by the Government in the northern region of Montenegro was €250,000. In addition, there was an obligatory payment of €200,000 as a donation to the Government of Montenegro.

Citizenship Investment Program ended on 31st December 2022.

Tax Incentives in Montenegro

Since gaining independence in 2006, Montenegro has established itself as a safe haven for foreign direct investments, as well as a business-friendly environment with minimal state inference. All this is reflected in the country’s competitive tax regime, with a rate of 9% to 15%, which applies to capital gains, company profits, personal income, and withholding tax. There is no inheritance tax.
